1) Who (individuals and organisations) does East Sussex Downs and Weald PCT employ to cover “GP out-of-hours”?2) What does East Sussex Downs and Weald PCT do to ensure that the doctors employed are working within the Eurpean Working Time Directive and is account taken of travelling time? Or does the PCT use some other standard and if so what?3) Does East Sussex Downs and Weald PCT allow initial contractor(s) to subcontract and who is the employer of the doctors employed by the PCT to cover “GP out hours” and locum?Given that “Before any doctor is allowed to treat a patient, he or she must be registered with and approved by the General Medical Council, which regulates the profession.” But while some independent ¬healthcare providers are regulated and obliged by law to register with the GMC, "primary care out of hours services ¬provided by doctors to NHS patients are not required to be registered, even where those services are provided by a locum doctors' agency."4) Does the East Sussex Downs and Weald PCT ensure that all doctors and locums are registered with the General Medical Council? Or does it make some other check or use another standard and if so what? If the situation at present involves unregistered doctors are plans in the pipeline to change this and to inform patients if doctors are not registered? |
