Non-executive director appointed to NHS Hastings & Rother board

Dr Ruth Kosmin has been appointed as a non-executive director of NHS Hastings & Rother by the Appointments Commission.

She is an economist who has worked in the Treasury and other government departments for the last 30 years where she was responsible for a variety of policy areas including public sector pay, housing, defence, European issues and recruitment.

Dr Kosmin, who is married with three sons and has lived in the area for 26 years, has also been a policy adviser to a wide range of high profile organisations such as the Barnardo’s charity and Price Waterhouse Coopers accountants.

She undertook the economic analysis for the local Fairlight Cove Preservation Society that led to the original coast protection work being done in Fairlight, and is now a member of the Southern Regional Flood Defence Committee.

She says:

“I am very excited about using my skills and experience to help NHS Hastings and Rother deliver the best possible health services and care to local people.

I look forward to working energetically to enable us to achieve the highest standards”.

Charles Everett, NHS Hastings & Rother chair, says:

“I am delighted that Ruth is joining the non executive team.

Her wide range of experience will enable her to make a very valuable contribution to our work and I look forward to working with her to further improve the services we offer to the people we serve.”

Dr Kosmin is a keen gardener and enjoys hiking and cliff walking and foreign travel.

Her appointment is from 14 July 2009 to 13 July 2013.

She will receive remuneration of £7,882 a year.

The appointment has been made in accordance with the Commissioner of Public Appointment’s Code of Practice.

All non-executive appointments are made on merit and political activity plays no part in the selection process.

However, in accordance with the original Nolan recommendations, there is a requirement for an appointee’s political activity, if any, to be made public.

Dr Kosmin has not been involved in any political activity in the past five years and holds no other ministerial appointments.

NHS Hastings and Rother (Hastings and Rother Primary Care Trust) was established on 1 October 2006 and covers the Hastings borough and Rother district, which together have a population of around 170,000.

NHS Hastings and Rother holds the NHS budget for this area and funds NHS services provided by GPs, pharmacists, dentists and opticians, and treatment and care in hospitals.

It also funds a wide range of health services in community hospitals, health centres, clinics, and in people’s homes.
